Oregon Insurer Sues City of Portland — Homeless Camp & Fatal Collision

Mobilitas Insurance Company has filed a lawsuit against the city of Portland over a fatal crash that involved a driver of a Lyft vehicle and a motorcyclist. The crash on May 14, 2022 at 62nd and Powell Boulevard killed the motorcyclist and seriously injured a rider in the Lyft vehicle driven by .

At issue is a homeless encampment that the insurer’s attorneys said blocked the visibility of the Lyft driver, Anderanik Manouki. He and the motorcyclist, 17 year old, Gabriel Almansan hit head on killing Almansan.

The suit says the city — under an edict by Portland Mayor Ted Wheeler in February of 2022, — prohibited homeless encampments near highways and onramps, and in high crash areas. Powell Boulevard and 62nd is one of the mayor’s prohibited areas.

The insurer wants $1 million and alleges the homeless camp obstructed the view of the driver. Mobilitas attorneys say the crash could have been avoided if the city just adhered to its own policies.
