Oregon — State lifts ATRIO supervision order after insurer restores financial stability: The Oregon Division of Financial Regulation (DFR) announced today that it has lifted the order of supervision to ATRIO Health Plans, Inc.
DFR originally put ATRIO under supervision April 13, 2026, because of concerns over the insurer’s financial condition. The company had suffered excessive operating losses over the previous 12 months. Additionally, the financial condition of the company created a claims backlog that caused provider payments to go unpaid.
DFR determined that the conditions giving rise to the supervision no longer exist and the company had taken steps to significantly improve its policyholders’ surplus; therefore, DFR terminated the supervision of the company on July 14. The division was assisted on supervising the company by the California Conservation and Liquidation Office (CACLO).
As of March 31, 2026, ATRIO enrolled a total of about 36,292 Oregonians in its Medicare Advantage plans. The enrollees are in Clackamas, Douglas, Jackson, Josephine, Klamath, Lane, Marion, Multnomah, Polk, Washington, and Yamhill counties.
“Terminating the supervision of ATRIO is a successful step in the process of regulating insurance companies,” said Oregon Insurance Commissioner TK Keen. “DFR, together with the CACLO team, has shown the strength of the state-based system of regulation and the work we do each day to improve the marketplace for consumers.”
Washington — Notice of consolidated health care rulemaking (R 2026-02): The commissioner is considering proposed consolidated health care rules (R 2026-02) to address changes in state law and to ensure a well-functioning health insurance market. The comment period for this rule began at 12:00 a.m. on July 22, 2026, and will close at 11:59 p.m. on Aug. 5, 2026. Please send comments to rulescoordinator@oic.wa.gov.

Washington — Notice of new proposed rule allowing additional benefits in life and disability insurance policies (R 2026-03): We are considering a proposed rule that would allow additional noninsurance benefits in life and group disability insurance policies. This rulemaking aims to ensure that consumers can access noninsurance benefits that may be of value but are not allowed by current law.
Current law allows insurers to offer certain specific noninsurance benefits in individual and group life insurance and group disability insurance policies. Noninsurance benefits include services like preparing a will, financial and estate planning, probate and estate settlement, and others. The commissioner has authority to identify other allowable services by rule.
The commissioner believes that consumers may benefit from access to additional noninsurance benefits, and is considering rulemaking to expand the list of benefits that insurers can offer.
The comment period for this rule began on July 22, 2026, at 12:00 a.m. and will close at 11:59 p.m. on Aug. 5, 2026. Please send comments to rulescoordinator@oic.wa.gov.

Washington — Notice of rulemaking on adverse notification requirements (R 2026-04): We are considering rulemaking (R 2026-04) to ensure consumers receive insurers’ contact information on adverse notifications and to revise references to appeal rights that do not apply to all insurance policies.
WAC 284-30-770 requires adverse notifications to include contact information for the Washington state Insurance Commissioner for consumers who have questions, concerns, or would like information about their appeal rights. However, the rule does not require insurers to include the insurer’s contact information in adverse notifications. Because insurers do not consistently provide this information, consumers may have difficulty identifying the appropriate point of contact for questions about their notice. Additionally, references to appeal rights may create confusion because they do not apply to all insurance policies.
Rulemaking may be needed to promote clear, accurate, and consistent consumer communication.
