California’s Lara Wants Zone Zero Insurance Relief Finalized

California Insurance Commissioner Ricardo Lara wants the Board of Forestry and Fire Protection to accelerate the finalization of "Zone Zero" regulations. When completed, and adopted, Lara thinks they’ll help insurers recognize mitigation efforts which will — in turn — lead to premium discounts and more access to mainstream insurance for homeowners.

Along with other mitigation strategies, the Zone Zero definition is a noncombustible, 5-foot area that surrounds a structure.

“These regulations are designed to prevent future wildfire disasters by establishing an ember-resistant five-foot zone around structures in our most vulnerable areas,” Commissioner Lara said in a letter to the forestry board. “Finalizing consistent statewide ‘Zone Zero’ regulations will bolster my efforts to ensure property insurance remains available throughout the state while qualifying more individuals for insurance discounts. With an increasing number of insurance companies returning to the market under my Sustainable Insurance Strategy, we need a ‘whole-of-government’ approach to continue our progress.”

Lara also pointed out that a push to get the regulations finished aligns with Governor Gavin Newsom’s executive order directing state agencies to collaborate on ways to stabilize the state’s insurance market.

Board of Forestry executive officer, Tony Anderson said the board is holding a public workshop this week on the 23rd. That workshop will determine what will be sent to the full board when it meets on November 5th.

“As we work through our process, we agree with the important role that these regulations serve as one more tool in the toolbox of combating catastrophic wildfire in California,” Andersen said.
