UPDATE: PIA National Scores a Win on AI in the Big Beautiful Bill

Published July 1, 2025 at 1:45 PM · News Releases and Bulletins

PIA National and other groups had an issue with the artificial intelligence portion of the Big Beautiful Bill that just barely passed the U.S. Senate. While the bill now goes to the U.S. House of Representatives where it faces more interesting challenges, the 10-year moratorium on any state-level legislative or regulatory action relating to AI is gone.

Hopefully, when it gets to the House it will stay that way.

In a bipartisan effort, the Senate voted 99 to 1 on Tuesday to remove the provision that would ban states from regulating artificial intelligence. Pressure from across the political spectrum from PIA National to the Heritage Foundation, the Rape, Abuse and Incest National Network and others got the job done.

The Trump administration also supports doing away with the moratorium.

PIA National CEO Mike Skiados said independent agencies and insurers have made heavy use of AI for claims and other insurance business and the moratorium would have made it tougher for them to do business.

Last week he told Weekly Industry News another issue is Congress not having the right to regulate anything related to insurance.

“The business of insurance has been successfully regulated at the state level for over a century, and the McCarran-Ferguson Act of 1945 codified the longstanding exemption of the insurance industry from most federal regulation,” Skiados said. “The local expertise of state insurance regulators has proven beneficial for consumers, insurers, and the industry at large, thanks to their ability to quickly respond to emerging insurance risks associated with changing technologies, including artificial intelligence.”
